BRIDGETON TOWNSHIP SUPERVISORS Minutes of March 12, 2025 Regular Monthly Meeting
The regular meeting of the Bridgeton Township Board of Supervisors was held on March 12, 2025, at the Township Building, 1370 Bridgeton Hill Road, Upper Black Eddy, Pennsylvania. This meeting was also held remotely via Zoom. Present were Supervisor Gard Holby, Supervisor Michael Lynch, Supervisor Roger Keller (virtual) and Solicitor Dave Shafkowitz. Also present were Secretary/Treasurer Sheryl Patterson and CC Hopf (virtual). Supervisor Holby called the meeting to order at 7:04 PM. An executive session was held to discuss matters of real estate. PUBLIC COMMENTS ON AGENDA: None APPROVAL OF MINUTES: Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the minutes from the January 6, 2025 reorganization & regular meeting were approved. Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the minutes from the February 12, 2025 regular meeting were approved. BILLS/PAYROLL: Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the bills and payroll in the amount of $ 14,468.04 were approved. TREASURER’S REPORT: Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the Treasurer’s Report from February 2025 was approved. REPORTS:
Fire Company – Chuck Anderson reported that the fire company responded to six fire calls and one fire police call. They are having a Fish Fry on April 4th and a Sunday morning breakfast on April 13th. He requested that a quarterly report regarding the Fire Tax fund be sent to the treasurer of the fire company.
Open Space – Greg from AMC is starting trail work on March 15th – those interested can register online. Volunteers must register in order to work. The Nature Preserve sign will be installed this spring.
Solicitor – No report.
Planning Commission – CC Hopf reported that the February meeting was cancelled due to nothing on the agenda. She sent in the Municipal & Growth Survey on March 11th .
Secretary/Treasurer – the Liquid Fuels payment was received in the amount of $ 49, 248.10.
B/N/T Groundwater Committee – No report.
Road Master – No report.
Zoning Officer – submitted a written report to the Board of Supervisors.
Emergency Management – Terry Kuntz reported: a) he responded to the survey regarding hazard mitigation items and wants to get grants for citizen training. He is investigating using volunteers at the Nature Preserve for the removal of dead trees that are standing and/or laying on the ground as they are a massive fire hazard. b) re: UBREMS – they had nine calls to the Springtown unit and four to the Revere unit – only five needed transport and none were during the hours of 6 PM – 6 AM. The address list is completed with 7800 addresses. The goal is to have the Revere station open 24 hrs. by the beginning of April. EMS service costs are increasing.
Traffic Committee – a) the speed signs are now back in place since we are done with the winter/snow season; b) the grant for additional signs will not be awarded or determined until September.
High Falls Creek – equipment and fencing are in place. OLD BUSINESS: 1) Short Term Rental Ordinance – a) the draft version has been sent to several individuals for their comments; b) this is not a stand-alone ordinance but will be incorporated into the zoning ordinance; c) the next step is for the draft version to be sent to the Bucks County Planning Commission for their comments; d) several residents commented on: the “grandfathering” provision for existing short-term rental units; that some of the language is ambiguous; questioned the limit of 24 stays per year with a 150 day limit, and the possibility of a private meeting with one supervisor. Solicitor Dave Shafkowitz looks at the legal perspective to preserve the single-family community and whether the Board is entitled to protect them. CC Hopf commented that this ordinance is bringing this new use into compliance with what is already required in the zoning ordinance. Supervisor Holby commented that the STR ordinance is an attempt to balance the community. The Supervisors asked concerned citizens to respond with their ideas in the next few weeks.
NEW BUSINESS: 1) Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the request for fire police for traffic control duties for the 74th Annual Tinicum Arts Festival on July 12th from 10 AM – 6 PM and July 13th from 10 AM – 5 PM was approved. PERSONS TO BE HEARD: None. PUBLIC COMMENTS: 1) Jim Pettincki, President – Bridgeton Township Sportsmen’s Association – reported that they are making every reasonable effort to quiet the noise there and have submitted a new application, but the zoning officer has denied it. Solicitor Shafkowitz will contact the zoning officer as the next step is for the BTSA to appeal to the zoning hearing board. 2) Larry Reinfeld feels that this is another example that the Supervisors have heard where the zoning department is not working for Bridgeton Township. 3) Matt Shick thanked the Board for keeping taxes as low as possible.
