This committee was created as a joint venture of Bridgeton, Nockamixon and Tinicum Townships by an ordinance adopted in September of 2000. It is comprised of representatives from all three townships responsible for working with the governments of those townships to study and advise them on decisions affecting the quantity and quality of out Township’s groundwater.

The BNTGMC proposes and conducts scientific studies, regulatory reviews and educational programs. It also works to facilitate coordination of related municipal programs that ensure a safe, reliable and adequate water supply to support intended uses within the capacity of available groundwater resources.

Township Supervisor’s Meeting Minutes – March 12th, 2025

BRIDGETON TOWNSHIP SUPERVISORS
Minutes of March 12, 2025 Regular Monthly Meeting

The regular meeting of the Bridgeton Township Board of Supervisors was held on March 12, 2025, at the Township Building,
1370 Bridgeton Hill Road, Upper Black Eddy, Pennsylvania. This meeting was also held remotely via Zoom. Present were
Supervisor Gard Holby, Supervisor Michael Lynch, Supervisor Roger Keller (virtual) and Solicitor Dave Shafkowitz. Also
present were Secretary/Treasurer Sheryl Patterson and CC Hopf (virtual).
Supervisor Holby called the meeting to order at 7:04 PM. An executive session was held to discuss matters of real estate.
PUBLIC COMMENTS ON AGENDA:
None
APPROVAL OF MINUTES:
Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the minutes from the January 6,
2025 reorganization & regular meeting were approved. Upon motion by Supervisor Lynch and seconded by Supervisor
Holby, which carried 3-0, the minutes from the February 12, 2025 regular meeting were approved.
BILLS/PAYROLL: Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the bills and
payroll in the amount of $ 14,468.04 were approved.
TREASURER’S REPORT: Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried
3-0, the Treasurer’s Report from February 2025 was approved.
REPORTS:

  1. Fire Company – Chuck Anderson reported that the fire company responded to six fire calls and one fire police call. They
    are having a Fish Fry on April 4th and a Sunday morning breakfast on April 13th. He requested that a quarterly report
    regarding the Fire Tax fund be sent to the treasurer of the fire company.
  2. Open Space – Greg from AMC is starting trail work on March 15th – those interested can register online. Volunteers
    must register in order to work. The Nature Preserve sign will be installed this spring.
  3. Solicitor – No report.
  4. Planning Commission – CC Hopf reported that the February meeting was cancelled due to nothing on the agenda. She
    sent in the Municipal & Growth Survey on March 11th
    .
  5. Secretary/Treasurer – the Liquid Fuels payment was received in the amount of $ 49, 248.10.
  6. B/N/T Groundwater Committee – No report.
  7. Road Master – No report.
  8. Zoning Officer – submitted a written report to the Board of Supervisors.
  9. Emergency Management – Terry Kuntz reported: a) he responded to the survey regarding hazard mitigation items and
    wants to get grants for citizen training. He is investigating using volunteers at the Nature Preserve for the removal of dead
    trees that are standing and/or laying on the ground as they are a massive fire hazard. b) re: UBREMS – they had nine calls
    to the Springtown unit and four to the Revere unit – only five needed transport and none were during the hours of 6 PM – 6
    AM. The address list is completed with 7800 addresses. The goal is to have the Revere station open 24 hrs. by the
    beginning of April. EMS service costs are increasing.
  10. Traffic Committee – a) the speed signs are now back in place since we are done with the winter/snow season; b) the
    grant for additional signs will not be awarded or determined until September.
  11. High Falls Creek – equipment and fencing are in place.
    OLD BUSINESS:
    1) Short Term Rental Ordinance – a) the draft version has been sent to several individuals for their comments; b) this is not
    a stand-alone ordinance but will be incorporated into the zoning ordinance; c) the next step is for the draft version to be
    sent to the Bucks County Planning Commission for their comments; d) several residents commented on: the
    “grandfathering” provision for existing short-term rental units; that some of the language is ambiguous; questioned the
    limit of 24 stays per year with a 150 day limit, and the possibility of a private meeting with one supervisor. Solicitor Dave
    Shafkowitz looks at the legal perspective to preserve the single-family community and whether the Board is entitled to
    protect them. CC Hopf commented that this ordinance is bringing this new use into compliance with what is already
    required in the zoning ordinance. Supervisor Holby commented that the STR ordinance is an attempt to balance the
    community. The Supervisors asked concerned citizens to respond with their ideas in the next few weeks.

NEW BUSINESS:
1) Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried 3-0, the request for fire police for
traffic control duties for the 74th Annual Tinicum Arts Festival on July 12th from 10 AM – 6 PM and July 13th from 10 AM – 5
PM was approved.

PUBLIC COMMENTS:
1) Jim Pettincki, President – Bridgeton Township Sportsmen’s Association – reported that they are making every reasonable
effort to quiet the noise there and have submitted a new application, but the zoning officer has denied it.
Solicitor Shafkowitz will contact the zoning officer as the next step is for the BTSA to appeal to the zoning hearing board.
2) Larry Reinfeld feels that this is another example that the Supervisors have heard where the zoning department is not
working for Bridgeton Township.
3) Matt Shick thanked the Board for keeping taxes as low as possible.

Upon a motion by Supervisor Lynch and seconded by Supervisor Keller, which carried 3-0, the meeting was adjourned at
8:20 PM.

BRIDGETON TOWNSHIP SUPERVISORS
Minutes of March 13, 2024 Regular Monthly Meeting

The regular meeting of the Bridgeton Township Board of Supervisors was held on March 13, 2024 as advertised, at the
Township Building, 1370 Bridgeton Hill Road, Upper Black Eddy, Pennsylvania. This meeting was also held remotely via
Zoom. Present were Supervisor Gard Holby, Supervisor Michael Lynch, and Supervisor Roger Keller (virtual). Also present
were Secretary/Treasurer Sheryl Patterson and CC Hopf (virtual). Solicitor David Shafkowitz was absent.

Supervisor Holby called the meeting to order at 7:10 PM. No executive session was held prior to the meeting as there were
no matters of real estate or litigation. It was noted that the February 14, 2024 Regular Monthly Meeting of the Bridgeton
Township Board of Supervisors was cancelled due to lack of quorum.

PUBLIC COMMENTS ON AGENDA:
None

APPROVAL OF MINUTES:
Upon motion by Supervisor Lynch and seconded by Supervisor Keller which carried 3-0, the minutes from the January 2,
2024 reorganization/regular meeting of the Board of Supervisors were approved.

BILLS/PAYROLL: Upon motion by Supervisor Lynch and seconded by Supervisor Keller , which carried 3-0, the bills and
payroll in the amount of $ 33,092.31 from January were approved; the bills and payroll in the amount of $ 14,901.27
from February were approved; and the bills and payroll in the amount of $ 11,882.81 from March were approved.

TREASURER’S REPORT: Upon motion by Supervisor Lynch and seconded by Supervisor Holby, which carried
3-0, the Treasurer’s Reports from December 2023, January 2024, and February 2024 were approved.

REPORTS:
1. Fire Company – No report.

2. Open Space – The park name has been voted upon and “Bridgeton Nature Preserve” was chosen. There will be a park sign placed by Tinicum Conservancy listing all those who contributed funds for the purchase of the park. Others will pay for the cost for the sign. Construction of the trails will begin this spring.

3. Solicitor – Upon motion by Supervisor Lynch and seconded by Supervisor Keller, which carried 3-0, the request to
advertise the latest version of the Comprehensive Plan Update was approved. Thanks were given to the Planning
Commission for all their hard work on this project.

4. Planning Commission – CC Hopf reported that the Planning Commission met on February 27 and reviewed a line-by-line
draft of the proposed Short-Term Rental Ordinance. They considered everything that was sent to them as well as the
residents’ comments. At the next meeting on March 26, the Planning Commission will finish making recommendations,
which will then be forwarded to the Board of Supervisors.

5. Secretary/Treasurer – a) Liquid Fuels money was received in the amount of $ 49,427.68; b) the DCED audit was on
March 7th; and c) the 2022 Liquid Fuels audit occurred on March 18.

6. B/N/T Groundwater Committee – has a new chairman – Tom Eckhoff; they are working on a new website to concentrate
data. The B/N/T Groundwater Committee will have two presentations at Palisades High School @ 7:30 PM: a) 4/8 – water
quality testing; and b) 4/22 – understand and protect our local water aquifer.

7. Roadmaster – the Canal Lane Bridge has been demolished and is scheduled to re-open in the fall.

8. Zoning Officer – submitted a written report to the Board of Supervisors.

9. Emergency Management – gave a briefing to the Board of Supervisors for emergency preparedness and will also
coordinate with Bucks County Emergency Services.

10. Traffic Committee – a) data gathering is continuing with one sign but another one is needed so both northbound and
southbound directions can be monitored – will give baseline of speeding on River Road to be presented to PennDOT so that
calming measures can be installed; b) recommend installing a camera at the Milford Bridge to document the truck traffic –
will give more information to report to PennDOT.

OLD BUSINESS:
None.

NEW BUSINESS:
1) Upon motion by Supervisor Lynch and seconded by Supervisor Keller, which carried 3-0, the request for fire police for the Plumstead Township Blaze of Glory 5K Run on March 23, 2024 was approved.

2) Upon motion by Supervisor Lynch and seconded by Supervisor Keller, which carried 3-0, the request for fire police for the Borough of Sellersville 150th Anniversary/Memorial Day Parade on May 25, 2024 from 8 AM – 1 PM was approved.

3) Upon motion by Supervisor Lynch and seconded by Supervisor Keller, which carried 3-0, the request for participation in
the Mosquito Control Program enacted by the Bucks County Health Department was approved.

PERSONS TO BE HEARD:
None.

PUBLIC COMMENTS:
A general discussion ensued about the closing of the towpath below Homestead General Store, truck traffic, and
emergency preparedness.

Upon a motion by Supervisor Lynch and seconded by Supervisor Keller, which carried 3-0, the meeting was adjourned at
8:06 PM.

·         Hydrogeology and Ground-Water Quality Of Northern Bucks County, Pennsylvania – U.S. Geological Survey, Water-Resources Investigations Report 94-4109

Within the summary (on pg. 75) of this study area in northern Bucks it was stated that:  “Diabase has no primary porosity, and the depth of fracturing rarely exceeds 100 to 150 feet. Therefore, all ground-water flow is through fractures, and nearly all ground-water storage is in the upper weathered zone. Where the weathered zone is absent, little ground-water storage is available. Many wells drilled into diabase penetrate underlying hydrogeologic units, and these wells may derive some or all of their water from the underlying units.”

·         Hydrogeologic Framework Of The Diabase Aquifer At The Boarhead Farms Superfund Site, Bridgeton Township, Bucks County, Pennsylvania – U.S. Geological Survey, Water-Resources Investigations Report 96-4090

“The Hydrogeologic investigation at the Boarhead Farms Superfund Site was done to characterize the framework of the diabase aquifer underlying the site. The primary water-producing fracture system is less than 30 feet below land surface.”… “The diabase aquifer is low yielding with low transmissivities.”

Insert the following study in the Wetlands section, pg 23, at the end of second paragraph:

·         Wetlands Study Results for Tinicum Creek Watershed, Bridgeton, Nockamixon & Tinicum Townships, Bucks County, Pennsylvania – BNT GMC and U.S. Environmental Protection Agency, Philadelphia, Pennsylvania; USEPA Grant Number 66-461

This joint effort “performed wetlands inventorying and characterization tasks, and performed recharge potential quantification tasks. Results of the study are deemed appropriate for use as planning tools by the respective townships.”

>Going forward per the Bucks County Planning Commission:

The Bridgeton Planning Commission can begin the adoption period once they are satisfied with the plan. You can announce the start of the review period at a BTPC meeting, and then the Bucks County Planning Commission will work on sending letters out to the surrounding municipalities and school district, notifying these entities of the review period.

The plan just needs to be posted for public viewing. Usually this is on the municipality’s website with a physical copy also made available at the municipal building. There is no legal requirement to advertise in the local news source or on social media, but these extra steps can certainly be taken.

The township just needs to advertise the public meeting as it would any other meeting and put the action item on the agenda. The date does not need to be set when you announce the start of the review period. It would make the most sense to just have the BCPC present the plan at your regularly scheduled Planning Commission meeting via Zoom as we have been doing. The public meeting can occur within the 45-day review period. So if you decide to start the review period at your April meeting, we could meet in May to present the plan to the public.
