BRIDGETON TOWNSHIP SUPERVISORS
Minutes of June 14, 2023 Regular Monthly Meeting
The regular meeting of the Bridgeton Township Board of Supervisors was held on June 14, 2023 as advertised, at the
Township Building, 1370 Bridgeton Hill Road, Upper Black Eddy, Pennsylvania. This meeting was also held remotely via
Zoom. Present were Supervisor Gard Holby and Supervisor Roger Keller. Also present were Secretary/Treasurer Sheryl
Patterson and CC Hopf (virtual). Supervisor Michael Lynch and Solicitor David Shafkowitz were absent.
Supervisor Holby called the meeting to order at 7:08 PM. No executive session was held prior to the meeting.
PUBLIC COMMENTS ON AGENDA:
None
APPROVAL OF MINUTES:
Upon motion by Supervisor Keller and seconded by Supervisor Holby which carried 2-0, the minutes from the May 10, 2023
regular meeting of the Board of Supervisors were approved.
BILLS/PAYROLL: Upon motion by Supervisor Keller and seconded by Supervisor Holby , which carried 2-0, the bills and
payroll in the amount of $ 13,682.23 from June were approved
TREASURER’S REPORT: Upon motion by Supervisor Keller and seconded by Supervisor Holby, which carried
2-0, the Treasurer’s Report from May, 2023 was approved.
REPORTS:

  1. Fire Company – No report.
  2. Open Space – Roger Keller reported that the Appalachian Mountain Club (AMC) , in conjunction with the Tinicum
    Conservancy, were presenting plans for the park and local trails on June 15th at the Township building. They are also
    planning for an initial identification and direction for the trail through the Casillio property.
  3. Solicitor – No report.
  4. Planning Commission – CC Hopf reported that the planning commission continued work on the Comprehensive Plan
    update; the finish details will be completed by their June meeting and the 45-day review period will start.
  5. Secretary/Treasurer – received final payment from PEMA due to Hurricane Ida in the amount of $ 630.55.
  6. B/N/T Groundwater Committee – No report.
  7. Roadmaster – No report.
  8. Zoning Officer – submitted a written report to the Board of Supervisors.
  9. Emergency Management – No report .
  10. Traffic Committee – Ken Law reported : a) there were two truck stops by the State police; and b) the recent oil/chips
    on River Road have had a positive effect in slowing people down.
    OLD BUSINESS:
  11. Township News – advertised in various locations: bulletin board, FaceBook pages, wilderness park , and in
    Senator Coleman’s publication.
    NEW BUSINESS:
  12. Upon motion by Supervisor Holby and seconded by Supervisor Keller, which carried 2-0, the motion to hire a cleaning
    service for the Township building once per month was approved.
    PERSONS TO BE HEARD:
    Robert McEwan from Lower Delaware Wild & Scenic – presentation for endorsing congressional designation of High Falls
    Creek. Background: Delaware River was added to the designation in 2000. High Falls Creek has the largest falls in Bucks
    County, has outstanding remarkable values, and potential for recreational use and open space preservation. Supervisor
    Holby and Supervisor Keller decided to table this proposal until they spoke with Supervisor Lynch.
    PUBLIC COMMENTS: A general discussion on canal erosion ensued.
    ADJOURNMENT:
    Upon a motion by Supervisor Holby and seconded by Supervisor Keller, which carried 2-0, the meeting was adjourned at
    8:08 PM.

The proposed Bridgeton Township Comprehensive Plan (CP):

The BTPC announced the start of the CP 45-day review period on 6/27/23;

Letters were sent out on 6/29/2023 to the surrounding municipalities and the school district, notifying these entities of the 45-day review period

What is our vision? 
“What do we want to be?” -Decide what we DON’T want in the plan. What maps should be included and available as digital, GIS and paper

Proposed Bridgeton Township Comprehensive Plan Update

The Bridgeton Township Panning Commission, with the assistance of the Bucks County Planning Commission, has completed the update of the townships Comprehensive Plan.

The Bridgeton Township Comprehensive Plan Update (2023) provides an overview of the current conditions, assets, concerns, and future challenges to the township.

Bridgeton Township’s first comprehensive plan was adopted in 1968 and amended in 1980. The most recent plan, the Bridgeton Township Comprehensive Plan (1994), focused planning efforts on guiding future development and preservation in the township to enhance the community’s quality of life.

The plan is available in hard copy at the Township building. Contact Sheryl Patterson, township Secretary/Treasurer, to make an appointment to get a copy and/or review it.

Going forward,- Per the Bucks County Planning Commission:

are satisfied with the plan. You can announce the start of the review period
at a BTPC meeting, and then the Bucks County Planning Commission will
work on sending letters out to the surrounding municipalities and school
district, notifying these entities of the review period.
The plan just needs to be posted for public viewing. Usually this is on the
municipality’s website with a physical copy also made available at the
municipal building. There is no legal requirement to advertise in the local
news source or on social media, but these extra steps can certainly be
taken

The township just needs to advertise the public meeting as it would any
other meeting and put the action item on the agenda. The date does not
need to be set when you announce the start of the review period. It would
make the most sense to just have the BCPC present the plan at your
regularly scheduled Planning Commission meeting via Zoom as we have
been doing. The public meeting can occur within the 45-day review period.
So if you decide to start the review period at your May meeting, we could
meet in June to present the plan to the public.

>Request for the inclusion of 3 groundwater studies in the CP update that were completed after Bridgton Townships last Comprehensive Plan:

Insert on pg 76, under the heading Water Supply, at the end of paragraph 3.

·         Hydrogeology and Ground-Water Quality Of Northern Bucks County, Pennsylvania – U.S. Geological Survey, Water-Resources Investigations Report 94-4109

Within the summary (on pg. 75) of this study area in northern Bucks it was stated that:  “Diabase has no primary porosity, and the depth of fracturing rarely exceeds 100 to 150 feet. Therefore, all ground-water flow is through fractures, and nearly all ground-water storage is in the upper weathered zone. Where the weathered zone is absent, little ground-water storage is available. Many wells drilled into diabase penetrate underlying hydrogeologic units, and these wells may derive some or all of their water from the underlying units.”

·         Hydrogeologic Framework Of The Diabase Aquifer At The Boarhead Farms Superfund Site, Bridgeton Township, Bucks County, Pennsylvania – U.S. Geological Survey, Water-Resources Investigations Report 96-4090

“The Hydrogeologic investigation at the Boarhead Farms Superfund Site was done to characterize the framework of the diabase aquifer underlying the site. The primary water-producing fracture system is less than 30 feet below land surface.”… “The diabase aquifer is low yielding with low transmissivities.”

Insert the following study in the Wetlands section, pg 23, at the end of second paragraph:

·         Wetlands Study Results for Tinicum Creek Watershed, Bridgeton, Nockamixon & Tinicum Townships, Bucks County, Pennsylvania – BNT GMC and U.S. Environmental Protection Agency, Philadelphia, Pennsylvania; USEPA Grant Number 66-461

This joint effort “performed wetlands inventorying and characterization tasks, and performed recharge potential quantification tasks. Results of the study are deemed appropriate for use as planning tools by the respective townships.”
