Draft Short-Term Rental Ordinance

To all interested persons reading this ordinance:

 We have spent many meetings gaining input from the community to help guide and tweak the ordinance.  With that guidance, The Township has developed a document that should be reflective of many of those suggestions. This final version even has small variations of times requested to be considered.

Note that some questions that have been raised regarding implementation are not ours to determine. The ordinance being presented is an amendment to Township’s Zoning Ordinance. Provisions applicable to the enactment and enforcement of the Ordinance are governed by existing provisions of the Zoning Ordinance and do not need to be restated in this document. Other regulations are mandated by State Statutes, such as the Pennsylvania Municipalities Planning Code, and do not need to be restated in this document. 

The Township wants to clarify an issue that is being offered to assist in the transition to the ordinance.  It will allow a permit to be submitted for review between the acceptance of the ordinance taking effect (5 days by law) and the 2026 application deadline March 1, 2026. This would allow an accepted permit for 2026 to include the remainder of 2025 but only in this specific, first, start-up situation. This will allow operators an ample opportunity to make any adjustments necessary for compliance as the ordinance is first implemented.  The operator would have extra time to obtain a valid permit. This extension would only apply to this initial 2025-2026 permitting process. However, should the operator under this extended time not obtain an accepted permit, they could be assessed penalties as noted in the ordinance.
